Hartlepool's cruisers were trapped by their own base

Scattering cruisers along the coast achieved little when low water and heavy swell could keep Patrol and Forward inside Hartlepool harbour.

Notes

Local naval officers could not stop the Hartlepool bombardment without timely intelligence or forces capable of concentrating against German battlecruisers. The Royal Navy had dispersed small packets of warships along the coast. It then based Patrol and Forward in a harbour that cruisers could not safely leave at low water and in heavy swell. Patrol later reached Middlesbrough while damaged and deep in the water, suggesting that its deeper harbour would have been a more practical base. Poor basing and force distribution had neutralized the ships before tactical leadership could matter.
