Hamilton's Admiralty manual anticipates later reform

Hamilton's book preserved criticism of Admiralty administration and recommendations later adopted during the 1910s.

Notes

After leaving office, Richard Vesey Hamilton became president of the Royal Naval College, Greenwich, and wrote a detailed study of Admiralty administration. The book became a standard guide for people trying to understand or work with the institution. Many of its criticisms and recommendations later appeared in reforms during the 1910s. The diagnosis of the Navy's staff and administrative weaknesses therefore predated the political support needed to act on it.
