Choosing an ideal UNSC fleet

Which ships would form an ideal Halo UNSC fleet?

One proposal combines Infinity and Punic-class supercarriers with heavy cruisers, destroyers and extra frigates; the competing preference for Punics raises objections to combining them with Infinity.

An unrestricted fleet choice makes Infinity difficult to leave out because of its unusually large capability. Dragon still prefers Punic-class supercarriers and raises the political complications of placing both types in one fleet. The combined proposal takes Infinity, several Punics, heavy cruisers and destroyers. The carriers' own frigate complements supply smaller vessels, with additional frigates available to reinforce the force. The disagreement concerns whether an ideal fleet can simply combine every desirable ship or must account for the practical consequences of doing so.
