Richard Haldane implemented the Esher proposals alongside reforms to the Territorial Army, expeditionary force, and Officer Training Corps. The Imperial General Staff brought officers from across the Empire together to develop common policy and compatible doctrine. Local forces could retain their character while becoming able to work together logistically. The Royal Navy already sent officers to advise developing Dominion navies, with strong results in Australia and more difficulty in Canada. In India, the British Army resisted naval investment that threatened its central position in imperial defence. A stronger War Office and Army Board supplied the staff needed to administer the force and brief political leaders regularly.
