Scapa Flow mattered long before modern fleet basing. Håkon IV of Norway reigned from 1217 to 1263 and came south amid conflict with Scottish kings over Norwegian-held territory. He died nearby, and his successor settled the dispute by accepting a large payment from Scotland. The anchorage was part of a medieval North Atlantic contest over islands and maritime access.
