Gunboat diplomacy fails when both services play bad cop

Diplomats normally cajole while armed forces supply the threat; if the diplomatic service begins with intimidation, the military incentive is to escalate further.

Notes

Victorian gunboat diplomacy exposed a recurring civil-military coordination problem. Diplomats are supposed to cultivate agreement while the armed force behind them supplies the credible threat. When ambassadors try to play the bad cop first, naval or military officers may feel pushed into becoming an even harsher cop. The comparison with contemporary Chinese diplomacy shows how coercive signalling can fail when political and military roles reinforce escalation instead of balancing it. Persuasion and intimidation need coordination across state institutions.
