Frigate shortages and uncertain intelligence

A global demand for frigates left both sides with poor information about the rapidly changing Caribbean balance.

Notes

British frigates were needed for American waters, the Western Squadron, convoy work, the Mediterranean, and the Indian Ocean. Reinforcements and returning ships continually altered local force totals, while neither side had a dependable picture of its opponent. The French exploited this uncertainty as they resumed offensive operations in the Caribbean.
