The Hellenic Navy needed destroyers and torpedo boats for the defense of Greece's islands but lacked the money to build enough of them. A plausible ambush doctrine would place destroyers near the islands, ready to rush an approaching surface force and launch torpedoes. A heavier destroyer leader could use its guns to distract or overwhelm enemy screens while the torpedo ships attacked the main threat. Four or five capable destroyers working together could have made a dangerous formation. Greece never acquired the numbers needed to make that proposed concept reliable.

Greek geography favored destroyers that could ambush enemy forces among the islands, but a few ships could not make the concept durable.
