Grand strategy before the name

The practice of coordinating national power predates the modern label, so historians should look for the underlying idea rather than only the terminology.

Notes

States practised grand strategy long before people called it by that name. Historical actors did not need modern vocabulary to connect political aims, resources, institutions, and military action. The relationship between ideas and action offers a way to identify the practice in earlier periods: look for deliberate coordination and preparation rather than the phrase itself. The Portsmouth example then makes this implicit strategy visible through centuries of dockyard investment.
