The Grand Fleet could not use its American squadron as unwitting bait

Any attempt to expose the American Sixth Battle Squadron to draw out the High Seas Fleet would require American commanders' knowledge and consent.

Question

Could the Grand Fleet use the American Sixth Battle Squadron as bait for the High Seas Fleet?

Short answer

Only with the American commanders' knowledge and agreement; using an allied squadron as unwitting bait would be both unworkable and politically explosive.

Notes

American officers would react badly to a British plan that treated their ships as expendable bait. More importantly, the operation could not work unless the squadron admiral and captains understood their role and coordinated the intended response. Coalition warfare gives national commanders responsibilities that make a secretly imposed sacrifice both politically explosive and operationally implausible. Describing the scheme as Britain simply sending an American squadron forward therefore hides the command relationships needed to execute it.
