Short answer

Sweden would have to lose Gotland before its capital could move elsewhere.

Notes

Once Visby becomes the capital, the player cannot simply choose another location. Losing Gotland would force the move, but keeping the island is preferred. Sweden must therefore plan around the island capital if it retains the territory.
