Gorshkov's Battle of the Atlantic argument

In Sea Power of the State, Admiral Sergei Gorshkov uses Battle of the Atlantic losses to argue that a submarine campaign could isolate NATO and make conventional war winnable.

Notes

Gorshkov wrote as both a naval theorist and a Soviet political operator. He used merchant-loss statistics to argue that Germany might have defeated Britain by concentrating on the Atlantic instead of invading the Soviet Union. The Cold War application was clear: a modern submarine force might sever NATO from its principal transatlantic partner and make war winnable without resorting to nuclear weapons. That case supplied an intellectual rationale for a Soviet Navy centered on nuclear submarines and wider sea power.
