Gorshkov and improved Gorshkov frigates take over the practical functions of older frigates and Udaloy destroyers. Lider would replace the cruisers and carrier in their status missions. A larger Gorshkov therefore does not automatically remove the reason to seek a Lider. Both parts of the existing fleet are old and need replacements. If Russia cannot build both groups at once, the proposed choice is to concentrate on new warfighting ships while keeping existing status vessels operating. The economic disruption of trying to do everything simultaneously strengthens that case for sequencing procurement.
