Chapter · 2:09-3:19

Why a feudal empire struggles to sustain sea power

The fleet problem begins with the Goa'uld political system: feudal structures reward short-term personal power, while naval power depends on long-term organization.

Notes

The science-fiction question becomes a problem of reforming a feudal or semi-feudal state without removing the ruler who benefits from it. The ruler's position depends on the same hierarchy that obstructs efficient reform, so replacing the political system would evade the scenario. After the Roman Empire, fleet sizes and naval operations changed drastically because the short-term character of some feudal structures made long-term sea power harder to sustain. A superior fleet therefore depends on durable organization as well as better ships.
