Overseas infrastructure had to be maintained before a crisis because it could not be improvised during one. The Royal Navy's worldwide network gave it global reach and also imposed a large peacetime bill. Schools and hospitals provide the analogy: systems neglected while demand is low tend to crack when pressure suddenly rises. A navy can exploit distant bases and repair facilities in war only if governments fund their readiness beforehand.
