A global naval war includes commerce raiders, convoy routes, bases, and secondary areas as well as the main battle fleet. It does not divide neatly into one active theater and a collection of safe regions. Each area needs officers able to interpret intelligence and apply experience even when they are not the service's most celebrated commanders. This geographic demand explains why useful retirees were recalled and why some serving admirals were worked to exhaustion.
