Global commitments drove Royal Navy force requirements

Home defence, the Mediterranean route to India, Caribbean interests, and wartime reserves forced Britain to maintain several fleets at once.

Notes

The Royal Navy needed forces for home defence, a reserve squadron for mobilization, and a permanent Mediterranean presence protecting the route through Suez to India and the Far East. Caribbean possessions and an emerging regional power created further demands. Peacetime economy could not eliminate wartime requirements, so Britain needed reserve strength as well as deployed squadrons. Its maritime empire made naval primacy structurally important: losing command of the sea threatened the transport system and overseas position on which the wider imperial system depended. These simultaneous commitments turned the two-power standard from an abstract ratio into a force-planning requirement.
