Germany faces an earlier Allied naval rearmament

Versailles-era industrial damage leaves Germany unable to match fleets whose yards and design teams have already returned to capital-ship production.

Notes

Germany enters 1930 building Deutschland and without the infrastructure needed for a larger capital ship. That limit comes from the deliberate industrial damage imposed by the Treaty of Versailles rather than from the London naval settlement. The country is still years away from Hitler's consolidation of power and from the Reichsmarine becoming the Kriegsmarine. Its historical progression through the Deutschlands, Admiral Hippers, Scharnhorst and Gneisenau, and finally Bismarck and Tirpitz would now face a British fleet that might have ten new battleships by 1939. Germany could try to build more, but every additional naval commitment would compete directly with the army and air force for the same rearmament resources.
