Germany never settled what foreign-policy purpose its navy should serve

Unclear political objectives compounded the disconnect among German cruiser plans, fleet ambitions, and available resources.

Notes

The problem was not merely choosing the wrong hull. German leadership lacked a stable account of what the navy was meant to achieve in foreign policy. Heavy cruisers, commerce raiders, and Plan Z's fleet ambitions therefore answered different implied missions while competing for the same limited resources. Without a political objective, ship types and construction schedules could not be measured against a coherent strategic task. The watch point links the earlier procurement mismatch to the more fundamental question every navy must answer: what national outcome is the fleet supposed to produce?
