The stern-biased gun arrangement preserved deck space for mines, making these ships fast minelayers as much as conventional cruisers. Placing a gun turret amid the working area remained questionable when a two-forward, one-aft layout could free more of the stern for mines and improve centerline balance. Plan Z projected a much larger destroyer, torpedo-boat, and scout-cruiser force around these specialized ships. Those smaller vessels formed most of the planned fleet and should have attracted a comparable share of construction effort. Heavy losses and damage in Norway then left Germany without enough escorts and screens to support its surface strategy.

Light cruisers designed around mines, not fleet balance
Offset turrets reveal the minelaying purpose of German light cruisers, while Plan Z's destroyer and torpedo-boat totals expose the escort fleet Germany never completed.
