Germany was still defining its destroyer requirements through comparisons with foreign designs. It wanted larger ships than British destroyers, French speed with a more solid platform, and guns suited to its own cruiser duties. The Royal Navy's Tribal class served a comparable need because Britain wanted about 70 cruisers and usually had around 55 to 60. Germany's shortage was more severe, despite its Panzerschiffe and light cruisers. Its destroyers consequently had to help fill gaps in naval presence and the ability to project power.
