The German Army's budget limits the response to extra British ships

Matching a larger British battlecruiser force could bring German naval spending into conflict with the Army's budget earlier.

Notes

Germany would have to spend more to answer the larger British battlecruiser force. In this interpretation, the Army tolerates naval expansion until it encroaches on its own budget. The Kaiser's support for naval growth does not remove that institutional constraint. Additional British construction could therefore bring the quantitative race to an earlier end by making the competing German claims on money harder to reconcile.
