Germany's army budget constrained the naval race

The rising cost of matching British capital ships threatened German army funding, ending the effective naval race before British planners fully accepted that Germany had backed away.

Notes

Britain's naval competition with Germany was principally quantitative, but German planners tried to prevent capital-ship costs from colliding with the army budget. The Queen Elizabeth class raised the price of matching British power far enough that army priorities helped end the effective naval race. British planners did not immediately accept the retreat because German public rhetoric continued, and the follow-on Revenge orders added pressure after the decision had effectively been made. Interservice budgets and political signalling can end an arms race before its public language changes.
