George Byng appears as Russell's protégé and another officer whose support for William and Mary translated into durable institutional power. While serving as Senior Naval Lord in 1720, he also became Treasurer of the Navy and held the financial office until 1724. He then passed the treasurership to the son who was an army officer and would inherit the title of Viscount Torrington, rather than to his naval-officer son. Professional naval reform still operated inside a powerful family and patronage system.
