George Byng and the professional officer pipeline

Byng helped move officer selection from a revolutionary-era political circle toward a managed system balancing loyalty and competence.

Notes

The transition after William and Mary required a new generation of officers who were both politically dependable and effective at sea. Byng concentrated on making promotion more efficient as the revolutionary cohort gave way to younger officers. Loyalty alone was insufficient because ineffective officers faced the unforgiving test of command at sea. Patronage therefore had to operate alongside professional judgment rather than replace it. Under Byng and Russell, the Admiralty increasingly became the center of the naval system instead of merely its formal head.
