How the genro conveyed imperial support

Trusted senior statesmen could sustain prime ministers against military opposition while keeping the emperor publicly above politics.

Notes

The genro could convey the emperor's wishes without requiring him to intervene publicly in politics. Some senior statesmen held visible roles, while others exercised influence privately across the institutions of government. In later examples, the last publicly acknowledged genro helped keep prime ministers in office despite military opposition. Political actors understood his words as carrying imperial support, even though that relationship remained unofficial. This arrangement preserved the appearance that the emperor reigned above politics while trusted advisers exercised political influence on his behalf.
