After Harrier's retirement, Britain intended to preserve expertise through exchanges with allies and regenerate carrier fast-jet operations when the new carriers and Joint Strike Fighter arrived. Future Force 2020 also relied on partners for missing capabilities and on commercial chartering for shipping capacity. The review acknowledged that Britain lacked its own theatre missile defence despite earlier promises to develop that role through Type 45. The destroyers retained Sylver A50 launch cells, while space available for strategic-length cells was being assigned to CAMM. Larger future missile-defence weapons would require launch capacity that those choices did not provide.
