How Future Force 2020 removed operational slack

Future Force 2020 promised seven Astute-class submarines, yet only four had commissioned by the target year. Its 19 planned escorts also sat below the 32-escort total specified in 1998, leaving little room once standing tasks, maintenance, and training were assigned. Type 45 destroyers were described as capable of territorial air defence and Chinook operations even as Britain lacked land-based air defence and retired amphibious platforms. Using an air-defence destroyer to cover those missing functions would displace its principal role. More capable ships cannot replace operational slack when every hull is already tied to an essential task.
