Why Prince Fushimi could be retired but not controlled

Fushimi's move from naval chief to the Supreme War Council shows how imperial status constrained Tojo without making the prince politically untouchable.

Question

How could Prince Fushimi be removed if the naval chief was so powerful?

Short answer

He accepted retirement from daily command, but his imperial status and Supreme War Council seat preserved substantial influence.

Notes

Fushimi left the chief-of-staff post in April 1941 but retained influence on the Supreme War Council. Several explanations remain possible: protecting the imperial family from blame, ending a political struggle, or clearing the way for Tojo's consolidation of power. Tojo could not readily order or assassinate a prince with Fushimi's connections. Retirement therefore removed him from daily naval command without eliminating the political obstacle he represented.
