A missed chance to build naval capacity

The central criticism is that Fushimi had years to build the industrial foundations required by Japan's ambitious war plan but left the fleet prepared only for a short opening campaign.

Notes

Fushimi had two years before Japan announced treaty withdrawal, another two before it took effect, and five treaty-free years before the Pacific War. Those intervals offered opportunities to expand yards, stockpile supplies, and prepare the foundations for a much larger wartime fleet. Although Japan entered the war better prepared than the other Axis navies, the assessment judges it woefully underprepared for the scale of its own objectives. The fleet could advance rapidly for about six months before logistical and replacement problems became acute. Because Fushimi held office while Japan fixed on its decisive-battle doctrine and procurement plan, the profile assigns him substantial responsibility for that mismatch.
