What a higher British defence share would have to fund

A discussion of raising defence spending asks where the money would come from and what credible extra funding should repair first.

Question

Could Britain raise defence spending substantially as international stability worsens?

Short answer

It may be sensible, but the government must identify the funding source and improve confidence that major programmes will be delivered rather than collapse.

Notes

A move toward three percent of GDP is possible only if government makes a real spending choice elsewhere. Even eliminating the full foreign-aid budget would not by itself cover a one-percentage-point increase, so the choice would reach larger domestic accounts or require more revenue. Procurement reliability matters as much as headline money: failures in difficult high-technology programmes may be manageable, while a programme that collapses produces no usable capability. Extra funding becomes credible only when the services can show that it will be converted into effective forces.
