Fund fewer capabilities properly

Strategy must reconcile desired missions with affordable means, concentrating resources rather than underfunding every commitment.

Notes

The worldwide cruiser requirement and unfinished Singapore base illustrate what happens when governments retain many commitments without fully funding them. Planning can begin with what must be defended or with what can be afforded, but each approach must eventually confront the other. Spreading a limited budget proportionally across every task can leave all of them ineffective. Completing fewer priorities creates real capability and resilience instead of preserving a paper claim that every commitment is still covered.
