Frigates as the visible edge of deterrence

A frigate can assert presence without the escalation signal of a carrier group, while heavier forces remain in reserve.

Notes

The visible ship serves a different purpose from the more threatening submarines and carrier groups held behind it. A Type 31 or Constellation-class frigate can defend itself and cannot simply be ignored, yet sending one is less escalatory than moving a carrier strike group into the same dispute. The larger forces held back give the frigate's protest weight without making the forward ship look like an immediate attack formation. French light frigates and Chinese designs fit the same peacetime role as visible presence ships. In wartime, those vessels can shift into task-group escort duties.
