Submarine quality depends on trained crews

French submarines show why capable designs still need trained crews and usable operating conditions.

Notes

France was racing ahead in submarine technology before the First World War. The boats were technically capable, yet their crews had not always received enough time to work them up. Their later capture and use by the Austro-Hungarian Navy suggests that the submarines themselves still had military value. In this account, readiness and the operating environment explain their difficulties better than design quality alone. The example shows why technology, crew training, and local conditions have to be assessed together.
