France assembled a balanced fleet despite uneven funding

French fleet balance is compared with Italy's force and Germany's constrained naval rebuilding.

Notes

The French Navy had produced a reasonably balanced and capable force despite political difficulties and uneven funding. Italy offers a comparison with a balanced Axis navy before Japan enters the war. Germany's navy had first faced Versailles restrictions and then a rearmament program that prioritized the army and Luftwaffe. The French inventory here covers ships actually available in 1939-1940. It excludes uncertain additions whose eventual service in the altered war cannot yet be judged.
