Greece chooses advisers for the opponent it expects

Greece selects French army advisers because France studies how to fight German methods, while the Ottoman army has already received German advice.

Notes

Greece acted on its reform diagnosis only after most of the interval between the 1897 defeat and the First Balkan War had passed. Its army turned to France because French officers devoted sustained attention to countering German military methods. That expertise appeared especially relevant against an Ottoman army advised by Germans. The choice shows a state selecting a foreign mission for the problem it expected to face rather than merely copying the most prestigious available model.
