The Free Polish Navy is presented as the model other exile navies wished to emulate because its ships and sailors appeared across the Allied war effort. Its personnel earned a reputation as determined fighters, but the force could draw only on those who had escaped occupied Poland or volunteered abroad. Every death, wound, or injury therefore removed experience that was difficult to replace. Unlike the Dutch exile government, Poland lacked overseas resources and foreign earnings, leaving its naval expansion dependent on Allied equipment and goodwill.
