Junior Marines needed independent judgment

The raid's two-man crews included teams without an officer or NCO, making individual training and independent judgment central to the plan.

Notes

Frankton's crews contained only two officers, one sergeant, and two corporals among the twelve intended raiders. Some kayaks were therefore crewed by two Marines of the most junior rank rather than by a formal team leader and subordinate. Once boats became separated in darkness, each pair had to navigate, evade patrols, preserve its craft, and decide whether to continue without immediate command supervision. The organization shows how special operations depend on competence and delegated judgment well below commissioned rank.
