France with time to finish its rearmament

France's late rearmament makes a 1942 war especially consequential: planned submarines, destroyers, cruisers, carriers, and modern capital ships could be in service.

Notes

France began several rearmament programmes late enough that three additional years could substantially change its available forces. The naval discussion starts with 25 submarines on order in 1939 and continues through large destroyers such as the Mogadors, new cruisers, and the Joffre carrier programme. Four Richelieu-class battleships form part of the projected force, alongside the Dunkerques; this is a counterfactual completion estimate rather than a statement that all were historically finished. Army rearmament also includes artillery and infantry weapons. Frequent changes of government need not stop an approved programme: once procurement has passed through parliament, the expectation is that construction continues. The useful comparison follows orders and designs already in progress, with construction time limiting how many further responses can be completed.
