Forward basing is an accumulated institutional capability rather than a sudden policy success. Mine-countermeasure vessels had already maintained a persistent Gulf presence and forced the Navy to solve local logistics, maintenance, crewing, and operating problems. Those routines and relationships could then support the more demanding deployment of HMS Montrose from Bahrain. The earlier small ships were trailblazers for a model later associated with a much more visible frigate.
