A forward-deployed fleet needs a defended anchorage and enough supplies to exercise and maintain readiness. Its commander also needs accurate, current intelligence for operational decisions. A base that provides only a place to anchor leaves the ships present without making them ready. Failure in any of these areas turns a concentration of naval power into a concentrated vulnerability.

Forward basing requires defense, supply, and intelligence
Moving an entire fleet forward is careless unless its base is secured, supplied for training, and connected to accurate current intelligence.
