Commerce raiders and other unsupported forces can disperse a stronger navy, but they remain vulnerable once damaged. This is the surface-raider paradox: a weaker power gains reach and forces its opponent to spread out, yet an isolated raider can be mission-killed by damage that a supported fleet would repair. Massawa gave the flotilla a repair location, so its weakness was subtler than having no base at all: the base lacked what it needed to complete repairs repeatedly. The result was a force with strategic reach and great-power symbolism but very little resilience under combat attrition.

Forward basing gave reach but created a glass jaw
The Red Sea deployment projected Italian power into the Indian Ocean, yet even minor damage could mission-kill ships that had no replacement stores.
