Using force mass while technology lags

The Illinois design answers technological inferiority with durable ships in quantity while research catches up.

Notes

The new Illinois-class design aims for an 18-knot ship with heavier protection, six-inch casemate guns, improved shell arrangements, and faster loading. Without a technological edge, the navy needs enough physical mass to support its forces. Six ships are ordered partly because the Pacific lacks a canal-enabled reinforcement route and therefore needs capable local strength. Design choices and production quantity work together to assemble a capable fleet before the preferred technology arrives.
