The 1939 Force K at Freetown was built around Renown and Ark Royal, while the Mediterranean groups that later reused the name were much lighter. In 1941, Aurora and Penelope were small Arethusa-class cruisers suited to aggressive raiding and scouting in confined waters. By 1942, Dido-class cruisers supported four destroyers of the 14th Destroyer Flotilla, which formed the striking edge. The reused name covered a capital-ship hunting group, a cruiser-led raiding unit, and a destroyer-led formation adapted to different operational problems.
