Deriving fleet size from missions and availability

A fleet requirement starts with the ships needed on operations and then allows for the larger inventory needed to keep them available.

Notes

The proposed method starts by identifying the missions a navy is expected to perform. It then asks how many ships must be available to cover those missions. The total fleet has to be larger because only part of the inventory can be ready for operations at any one time. If the resulting fleet is unaffordable, the same calculation exposes the need to change either the commitments or the resources assigned to them.
