Cancelled exercises and a fleet short of supplies

The cancellation of Fleet Problem 22 illustrates how supply and transport shortages limited the Pacific Fleet's ability to train for war from Hawaii.

Notes

Fleet Problem 22 is used as a concrete example of the readiness problem. Harold Stark cancelled it because the supplies required for proper gunnery training and war exercises could not be sent to Hawaii. The transport ships that might have sustained the forward fleet were themselves occupied with wider preparations for a possible war. The video connects this constraint to Richardson's earlier objections: a fleet positioned forward but sustained only at a minimum level could not easily demonstrate credible combat readiness.
