Fleet funding priorities shaped readiness and training

The contrast between Varyag and Moskva links readiness to regional funding incentives, exercise experience, and whether a fleet was treated as strategically contested or as a secure backyard.

Notes

The surviving Slava-class cruisers served in fleets with different funding incentives and levels of readiness. Arctic priorities brought resources to the Northern Fleet, political display around Saint Petersburg supported the Baltic, and the Pacific Fleet repeatedly relied on Varyag as an available major combatant. The Black Sea Fleet was treated as dominant in its own backyard and therefore fell behind competing claims for money. Varyag's extensive public exercise record and Moskva's thinner visible training history distinguish nominal flagship status from practiced operational readiness.
