Fleet has no fixed ship count. The term can refer to an entire navy, and a fleet is usually commanded by an admiral. Within a navy, it can also name the command responsible for a geographic area or a particular mission. A historical reference to a fleet may therefore mean the whole service, an area headquarters, or an operational force.
