Flak works, but missiles need a safe path through it

The game makes flak a valuable fighter defence, while raising a practical question about routing friendly missiles through a ship's own barrage.

Notes

The flak system resembles the area defence expected against attacking aircraft or fighters. The game rule that the barrage also destroys friendly missiles creates a deconfliction problem. Because the missiles are long-ranged, fire control should be able to time their launch or route them above, below, or around the active flak zone. The mechanic illustrates the need to coordinate defensive fire with a fleet's own outgoing weapons.
