Fisher's wider officer pool and the meaning of merit

Fisher's recruitment reforms sought a broader pool of capable officers without making him an egalitarian, sharpening the contrast with Beresford's emphasis on birth and status.

Notes

Fisher is not presented as an egalitarian who wanted to open naval commissions to everyone. His reform work nevertheless sought to widen officer recruitment so the Royal Navy could choose from a larger pool and judge candidates more by ability than breeding. That distinction explains why his use of patronage differed from Beresford's even though neither man operated outside the patronage system. Their disagreement over merit and social standing defined the institutional stakes of the quarrel before Beresford's blocked ambitions came into view.
